The Town of North Haven continues to maintain
and enhance its role in the field of Emergency
Management Items that relate to Emergency
planning and its operations are continually monitored
and reviewed for its reliability to properly service the
Town of North Haven and its residents.
The Town’s Fire Chief serves as the Director of Emergency
Management. The Town of North Haven is an active
participant in region 2 of the State of CT Department
of Emergency Management and Homeland Security.
The Town continues to move forward in the area of
emergency management. During the past year we have
participated in workshops for hurricane awareness,
Continuity of Government and Sheltering of persons.
The Town of North Haven Emergency Operations plan is
continually reviewed utilizing the template of the State
of Connecticut. It is an extensive document that provides
guidance in the area of emergency preparedness. It covers
topics such as: Warning Devices, Evacuation, Sheltering,
Public Information, Mass Care, Health and Medical,
Hazardous Materials Responses and Communications. All of the Towns department heads play an important
part in the plan and are versed in their roles. A copy of
the plan is available for review at the Town library.
The Emergency Management work station is located in
Town Hall. It contains a small room with Town services
radios which give users the opportunity to communicate
with town service providers from a remote location in
the event of a town emergency. Users have the ability to
speak directly to service workers operating in the field
to benefit you. The town also has satellite telephones
available to the 1st Selectman, Police Department and
Fire Department to insure the ability to communicate in
the event of a disaster. The Town continues to partner
with the American Red Cross to ensure the well being
and safety of residents should the need exist.
The Town of North Haven continues to utilize enhanced
911 in its emergency dispatch center. Enhanced 911
went online in North Haven in 1988 and were converted
to digital format in 1999. When a resident dials 911 the
town dispatcher is able to tell the exact location from
which the call is being placed. This allows for emergency
response in the event the caller is unable to speak. The
Towns dispatch center is located in Police headquarters
and is continually update with available technology to
better serve our citizenry. Recently the Town of North
Haven upgraded its entire radio system with state of the
art equipment to allow our personnel to better serve
you while providing much need safety enhancements
to them. Disabled persons are reminded that there are
provisions for emergency calling available through their
phone company. The Town of North Haven has also
partnered with the State of CT, Department of Public
Safety, for an emergency notification system. Shortly,
Town residents will have the opportunity to register their
phone numbers through the state of CT. This will allow
residents to be alerted of any disaster or emergency
that may affect North Haven. This is a program that we
encourage every resident to participate in for your own
benefit.
The Town of North Haven has developed an emergency
preparedness guide titled “What to do when disaster
threatens”. The booklet is available at fire headquarters,
11 Broadway, for anyone interested in obtaining a copy.
Its contents cover preparation for floods, tornadoes,
hurricanes, earthquakes, extreme temperatures, fires,
thunderstorms and many other emergency situations.
In addition to the guide, the Town also utilizes current
“government only” internet technology to monitor
hurricanes. The program continually updates the
Emergency Management Director on any named
tropical storm. The program monitors wind speed,
expected rainfall and areas of expected landfall for major
incidents. This early warning tracking program would be
critical to our emergency operation plan in the event of
a hurricane.
Residents are reminded that the Town of North Haven
has an ordinance regarding building numbering. This is in
place to allow us to better and properly service you in the
event of an emergency. All structures are required to be
numbered. Assistance in complying with the ordinance is
available through the Town’s fire department.
Hurricane & Flood Safety Tips
DURING A HURRICANE THREAT
Stay tuned to radio or TV for updates
• Shutter or board the windows in your home
• Secure outdoor objects or bring them inside
• Stock up on food and water in case you must take shelter in
your home
• Fuel up your car in case an evacuation is ordered
• Turn off utilities at the main valves or switches if instructed by
authorities
Terms to Know
• Hurricane Watch- Hurricane conditions are possible within 36
hours
• Hurricane Warning- A hurricane is expected within 24 hours
• Storm Surge - A dome of water pushed ashore by hurricane forced
winds
• Storm Tide - A storm surge combined with a normal tide
DURING A HURRICANE
• Take refuge on the ground floor or in a small central room or hallway
• Get under a small table or similar strong object
• Keep away from windows or glass doors
• Close all inside doors
• Brace all outside doors
AFTER A HURRICANE
• Remain in a secure location until you are notified it is safe to leave
• Do not drive unless necessary
• Do not drink tap water until authorities say it’s safe
• Stay away from waterways until potential flooding has passed
• Report downed power lines and broken gas and sewer mains
to authorities
• Inspect your home for damage
• Report damage to your insurance agent

During A Heat Wave
• Stay indoors in air conditioning as much as possible, and in the shade if you go outside
• If your home is not air conditioned, spend at least two hours daily at an air-conditioned
mall, library or other public place
• Wear sunscreen outside, along with light-colored clothes that
cover as much skin as
possible
• Never leave children or pets alone in a car
• Avoid exertion during the hottest part of the day
• Take a cool shower or bath

• Heat Wave- Period of extreme heat, usually
accompanied by high humidity
• Heat Index- The relative humidity add to the air
temperature (how hot if feels)
• Heat Cramps- Muscle pains due to exertion –the first sign of
heat related problems
• Heat Exhaustion- A mild form of shock brought on by
strenuous activity in the heat
• Heat Stroke- A life threatening condition occurring when
the body’s temperature control
system shuts down. Brain
damage or death can result if the body is not cooled at once. |
